Can I use an indoor photo?

You can. The painting supplies its own light and setting, so an indoor photo still comes out as an outdoor, sunlit scene.

Is it the same as the oil painting style?

No. Oil is a formal studio portrait with a dark background; impressionist is outdoors, brighter, with looser strokes.
